Governor of Karnataka: Assumed Office of the Governor of Karnataka on 2nd December 1999.

Governor of Himachal Pradesh : Took over the Charge of the Office of the Governor of on 26th July 1997 and held the Office upto 2nd December 1999.

Qualification: M.A., LLM

Advocate: Enrolled as Advocate in the High Court of Andhra Pradesh.

Civil Service: Joined the Central Government Service as an officer belonging to Group-A Service and after working in various capacities as a Member of the Indian Legal Service in the Legislative Department served as

  • Special Secretary in the Legislative Department
  • Member-Secretary of the Law Commission; and Secretary to the Government of India;
  • Secretary to the Government of India in the Legislative Department and also member- Secretary, Law Commission simultaneously for some time;
  • Chief Election Commissioner for a short period;
  • Served as Honorary Advisor to the National Commission for Women
  • Appointed as Secretary-General, Rajya Sabha from 1st July 1993 to 25th July 1997.

Judicial Experience: Served as Judicial Member of the Customs, Excise and Gold Control Appellate Tribunal in the first batch under the Ministry of Finance (Department of Revenue).

Special Interest:

  • Spreading legal (including electoral law) awareness, particularly among women and weaker sections of society.
  • Interacting with Judges and Police on Criminal Justice system in Work shops, seminars and training courses etc.,
  • Working for handicapped.
  • Literature
  • Studying political developments, national and international.


  • Author of legal topics like Women and law, children and law, handicapped and law, defection law and certain other Constitutional aspects
  • Co-author of the "Rajya Sabha at Work"
  • Author of novels, short stories, essays and plays in Telugu.
  • Also wrote middles in dailies in Telugu.

Personal details:
Smt Rama devi was born 15th January 1934 at Chebrolu in Andhra pradesh to Shri V.V.Subbhiah and Smt. V. Venkata Ratnamma. She was educated at Eluru and Hyderabad. She is married to Shri V.S.Ramavatar and has a son and two daughters. Her favourite pastime / recreation is reading, going for long walks and watching nature.
